The objective of the FY 2013 Knox County Defined Services process is to effectively and responsibly distribute County funds to support nonprofit programs in our community that are efficient, well-managed, accountable, and a wise investment of taxpayer dollars. A Defined Service is a program or service provided to Knox County citizens that Knox County Government would otherwise provide in the absence of said program. This Defined Services Contract process will replace the previous Community Grants process. The County will accept proposals through the Knox County Purchasing Division to evaluate contracts for services.
Agencies seeking county funding must submit a response to a Request For Information (RFI). Key staff will subsequently review and evaluate submittals. Responding agencies may submit no more than three (3) programs for consideration as part of only one (1) Request for Information. The County Mayor will make recommendations for funding to the County Commission as part of the budget process. The goal is to fund agencies and programs that provide essential services to the community. Ultimately, taxpayer dollars are saved because the selected nonprofit agencies provide these programs and services in a more efficient and cost effective manner.
All applicants are required to attend one (1) mandatory technical assistance workshop on Tuesday, January 24, 2012 at 2pm or Friday, January 27, 2012 at 9am, at the Knox County Health Department Auditorium, 140 Dameron Avenue, Knoxville, TN 37917. At the workshop, staff will provide specific instructions for completing and submitting the RFI and discuss this new process. Attendance is mandatory to submit a RFI.
The deadline for submittal is 2:00pm, Thursday, February 16th, 2012. Proposals received after the deadline will not be considered. Knox County’s Purchasing Division will not accept electronically submitted RFI’s. Facsimile submission is strictly prohibited.

All applicants should read the RFI and all attachments carefully to ensure that all instructions are followed. Due to the No Contact Policy in section 1.7 of the RFI, potential applicants may only contact the Purchasing Division about the RFI.
